The Framework for the LPAC process includes clarification of the legal requirements for the LPAC and provides documents and forms to facilitate the training of the LPAC members. The forms included in the LPAC Framework are samples for districts to use for the implementation of a Bilingual/ESL program. The LPAC Framework integrates State and Title III of Public Law 107-110 (Elementary and Secondary Education Act) requirements regarding the:

  • identification and placement;
  • parental approval;
  • annual review; and
  • assessment of English language  learners as they attain language and academic proficiency.
